Cybersecurity Professional & Seasoned Law Enforcement Executive

Mike is a distinguished cybersecurity expert and law enforcement leader with two decades of experience. Over the past decade, he has excelled in management roles—overseeing strategic planning, resource allocation, and budget administration for an $8 million budget. As Deputy Chief of Police for Portsmouth, RI (serving a community of approximately 17,871 residents), he leads all departmental functions—administrative, detective, patrol, and civilian—while creating a secure, efficient, and modern workplace. His strengths include risk assessment, compliance (CJIS, CALEA, RIPAC), security policy development, and bridging communication between technical and non-technical stakeholders.


Educator in Network Forensics and Incident Response
As an adjunct professor at Salve Regina University, Mike teaches a Network Forensics and Incident Response course that introduces students to fundamental networking protocols, security tools (such as firewalls and intrusion detection systems), and hands-on packet capture (PCAP) analysis using Wireshark. This curriculum emphasizes detecting and mitigating network intrusion events with real-world, enterprise-scale defensive strategies.


Cybercrime Investigator & Collaborator
Mike also served on the Rhode Island Internet Crimes Against Children (ICAC) Task Force and the Rhode Island Joint Cyber Task Force—formerly the Cyber Disruption Task Force. In these roles, he investigated computer-related offenses including child exploitation, conducts forensic examinations, and provides expert technical assistance. He collaborates with state and federal agencies (such as NCMEC) and integrates resources from the state police, National Guard, academia, and emergency management to respond to cyber incidents affecting critical infrastructure and public safety.

He remains an active member of the Leadership Matters Program (2023–2024) and completed the FBI National Academy in late 2024.

Mike’s awards include the Rhode Island Attorney General’s Criminal Justice Award (2013), multiple Chief’s Awards (2015, 2019, 2021) for investigations, new department management, grant achievements, and public outreach efforts. He has led high-profile investigations—such as domestic homicide and child exploitation cases resulting in life sentences—and secured multiple grants (RI Interlocal Trust Safety, NHTSA DUI Vehicle, COPS Technology, 100 Club) while serving in various specialized investigative and crisis management capacities.

On the community front, Mike organizes special events using the Incident Command System, coordinates the department’s public website and social media, and partners with local organizations and schools—offering frequent presentations on cybersecurity, DUI protocols, and internet safety to groups including Salve Regina University, the RI Bar Association, public schools, libraries, local media, and civic groups. His media appearances include speaking on cybercrime for Portsmouth This Week and other local news platforms.
